In order to create new users in Cayuse Human Ethics, a System Administrator must first create the user (or edit an existing user) in Cayuse Proposals. New users made in Cayuse Proposals and changes to existing users will be updated in both Backbone and Human Ethics twice daily (9:15am PT and 9:15pm PT).

- Each user must have basic information, including first name, last name, user ID, email address, and unit.
- The user's organizational unit information must match a unit in the Cayuse Proposals and Backbone organizational hierarchies.
Once a user appears in Human Ethics, they can then be assigned a role.
