Cayuse Proposals and other system-to-system solutions work with opportunities posted in Grants.gov. Because the NIH’s Other Transaction Authority (OTA) opportunities are not considered grants, the NIH has chosen not to post them in Grants.gov. Therefore, system-to-system solutions can’t be used to apply for OTA opportunities.
