Form updates
- Updated the ED GEPA427 PDF (v2.0)
- Updated the HUD Applicant-Recipient Disclosure Report (v4.0)

Validation updates
- Applied NIH's v1.55 validations service updates to our NIH validation type
- Created a validation type for NOAA in preparation for them joining the eRA Commons
- Created a validation type for NIST in preparation for them joining the eRA Commons
- Limited DMS validations to NIH validation type
Known Issue
- The permissions model on platform-enabled instances has a defect that is causing a user's read access to be different than the access configured on the institutional preferences page. The fix for this issue has been developed and is currently undergoing validation, and will be included in the next Proposals release.
